Biography

Associate Professor Milburga Atcero is a Ugandan academic specializing in French language education and currently serves as Dean of the Faculty of Tourism, Hospitality, and Languages at Makerere University Business School (MUBS) in Kampala.linkedin+1 Education She earned her Ph.D. in French Language Education, National and Foreign Cultures, and Civilization from Sorbonne University (Paris 3), France, in April 2013, under supervisors Professor Jean-Paul Narcy-Combes Career Highlights Atcero has been an Associate Professor at MUBS since November 2022, advancing from Senior Lecturer (2017–present), and also acts as Point Focal for AUF (Agence Universitaire de la Francophonie) in Uganda since June 2023. She previously chaired the Advisory Board of Alliance Française de Kampala (2007–2022) and serves as Special Advisor to the President of the African and Indian Ocean Commission of the International Federation of Teachers of French (FIPF). In 2025, she was elected First Vice President of that commission and received the Knight of the Order of Academic Palms from the French government.newvision+3 Research Focus Her work covers French for Specific Purposes, intercultural communication, ICT in education, multilingualism, indigenous languages, and digital learning, including studies on COVID-19's impact on Uganda's healthcare, adolescent reproductive health education, and eCommerce for socio-economic development.
