Abstract:

Research on diversity, equity, and inclusion (DEI) in Muslim-majority societies remains fragmented and often shaped by concepts developed in Western contexts. This paper synthesizes current scholarship to clarify how DEI principles are interpreted, adapted, and contested within these settings. Drawing on a systematic literature review (SLR), we identify the dominant debates surrounding global–local tensions in DEI implementation and highlight the limited attention given to culturally grounded perspectives, leading to the development of a localized DEI model that reflects the unique specificities and needs of Muslim-majority countries (MMCs). Our findings highlight that existing DEI scholarship remains largely etic, relying on universalized models that overlook culturally grounded dynamics in Muslim- MMCs and fail to account for local norms, values, and institutional realities. Our analysis demonstrates the need for an emic, context-responsive approach to DEI that reflects the lived experiences and organizational expectations within MMCs. Building on these insights, we develop a localized DEI framework that incorporates both value-driven and performance-driven orientations. This model provides a foundation for rethinking DEI in ways that are culturally sensitive while simultaneously addressing the strategic and operational priorities of organizations in the region.
