Biography

Hazel Peavoy is a Senior Strategic Partnerships Lead at Walton Institute, South East Technological University (SETU), where she works at the interface of research, industry, regional development and European innovation policy. Her work focuses particularly on the development of innovation ecosystems, enterprise engagement and the role of European Digital Innovation Hubs (EDIHs) in supporting digital transformation and regional innovation. Hazel is Programme Manager and Principal Investigator for ENTIRE, the European Digital Innovation Hub serving Ireland’s Southern Region, and works extensively with regional, national and European stakeholders across research, enterprise and public policy. She is also Chair of the European EDIH AgriFood Thematic Working Group and is involved in a number of European innovation networks and initiatives, including the SmartAgriHubs Community Board, Synergy Days and the Gender Alliance for Innovation in Agriculture (GAIA). Hazel is currently undertaking a PhD at Newcastle University examining how strategic choices influence the policy and performance of regional innovation ecosystems, using European Digital Innovation Hubs as the empirical setting. Her research draws particularly on strategy-as-practice and policy-as-practice perspectives to explore how policy is interpreted, enacted and shaped by actors operating within regional innovation systems. From September 2026, Hazel is undertaking a one-year TU RISE Research Sabbatical at SETU focused on regional development, innovation policy and the role of strategic intermediaries within regional innovation ecosystems. The sabbatical provides an opportunity to deepen the empirical and policy dimensions of her PhD through engagement with regional and national policy actors, European innovation networks and comparative regional contexts.
