Abstract:

Developed and increasingly developing nations are introducing stricter sustainability regulations in response to escalating environmental concerns. Cultural expectations often reinforce these legal initiatives, which can either promote or hinder environmentally responsible behaviour. Additionally, organisations frequently adopt internal policies that reflect a commitment to environmental responsibility, shaping institutional and individual behaviour.

This study explores both explicit (conscious and declared) and implicit (unconscious or automatic) attitudes toward environmental sustainability policies and expectations within public institutions, private organizations, and among individuals. To this end, the authors developed a comprehensive questionnaire, using tools such as factor analysis to ensure validity and depth of insight. The instrument aims to uncover declared stances and underlying cognitive and cultural biases that may affect the acceptance or resistance to pro-environmental regulations.

Data were collected from working adults in two culturally and economically distinct countries: India and Poland. These contrasting contexts provided a rich comparative foundation to analyze how national culture, policy environments, and organizational norms shape sustainability-related attitudes.

The findings contribute to the broader understanding of global environmental policy reception and resistance. The dual-layered approach — assessing both explicit and implicit dimensions offers a novel tool for policymakers and organizational leaders to identify hidden barriers and facilitators of sustainable development.
