Abstract:

Technology transfer is one of the most significant portions of socioeconomic growth and technology development, especially in developing countries. This research examines strategic planning (SP), strategic quality management (SQM), leadership commitment (LC), and their relationship with technology transfer capability (TTC) in the public sector of Pakistan. Both quantitative cross-sectional survey designs were used to collect data from 200 public administrators with strategic roles, responsibilities, or leadership in quality assurance.

PLS-SEM reported positive and significant relationships between SP, SQM, and LC indicators with TTC. Mediation analysis shows SQM partially mediating the relationship between SP and TTC, which gives larger attention to quality-inspired strategies. Moreover, the moderating effect of LC amplified the impact of SP and SQM on TTC-the indicative of the critical role of leadership in promoting innovations and breaking bureaucratic barriers.

This study argues for the need to align strategic planning and quality management strategies with committed leadership for improved technology transfer in public institutions. The results translate into action for policy-makers and leaders in updating public sector performance and adaptability to technologies around effective adoption strategies.
