Abstract
Digital transformation maturity is increasingly vital for the competitiveness of Small and Medium‑sized Enterprises (SMEs), yet the interplay of organisational, technological, and strategic dimensions remains insufficiently understood, particularly in the UK. This study addresses this gap through a systematic review of international evidence. The review shows that digital transformation maturity develops through the co‑evolution of these dimensions. Clear digital strategy and committed leadership underpin purposeful technological investment, while organisational capabilities, especially an agile, innovation‑oriented culture and a digitally skilled workforce, enable the translation of technological potential into mature digital practices. A virtuous cycle emerges in which strategic leadership drives technology adoption, which strengthens organisational capabilities and supports continuous improvement. These dynamics are shaped by SME‑specific factors, including resource constraints and the central role of owner‑managers.
