Abstract
Universities are increasingly profiling their own educational ecosystems to be compatible and competitive both nationally and internationally. Currently, it is important to apply AI-enabled cross-border knowledge governance to establish inclusive and adaptive university education systems. Starting at the micro level, where universities are responding to this trend, powerful, complex educational networks are emerging at the macro level that must master cross-border knowledge governance in frameworks within transnational relationships, with AI increasingly acting as an enabler. In addition, the intermediate level of regional and national networks should be considered as a mediation layer through which the coordination of individual universities is realised as a prerequisite for AI-enabled cross-border knowledge governance. This complex relationship is examined in a multi-layered model using conceptual research design. Building on the theoretical foundations, a framework for AI-enabled cross-border knowledge governance is developed. Corresponding systematics and propositions are derived from this and explained.
