Abstract
Scandinavian municipalities play an important role reducing greenhouse-gas emissions by 70 % by 2030. The adoption of zero-emission vehicles is an important contributor, that can transform municipality service delivery, creating systematic strategic, organizational, and technical pathways for future public services.
A case study of a municipality shows multifaceted governance. Several governance models are in place making maneuvering an important skill. Nevertheless, a climate plan was taken seriously, and follow-up measures were done. While the target year 2030 is closing in, initial omissions persisted and the municipality did not take civil engineering diesel engines into the planning and effort. The municipality integrates an external grant project group directly into the governance. Private actors are not involved in fleet transition. This is surprising as engaged citizens could contribute to an acceleration of the transition.
