Abstract
The current state of socio-economic development in Nigeria corroborates the poor state of performance and service quality in Nigeria’s public sector. Despite several government reforms aimed at improving performance and service delivery, there has been no remarkable improvement. Thus, Nigeria's civil service needs comprehensive and efficient performance management (PM) tools to improve performance and service delivery. This study explores the use of sustainability PM framework in Nigerian service-based government agencies, with a focus on agencies of Ministry of Marine and Blue Economy (MMBE). Specifically, integrating the Sustainability Balanced Scorecard (BSC) framework with Data Envelopment Analysis (DEA). The study is exploratory sequential mixed method, qualitative phase examined agency sustainability PM application and challenges. Interviews showed that MMBE agencies face performance and service delivery challenges. Quantitative phase will assess the agencies’ performance and efficiency using the BSC-DEA framework. The integrated framework will be recommended as a formal PM system across the agencies.
