Abstract
This qualitative study aims to identify the challenges hindering the implementation of Green Human Resource Management (GHRM) practices in the Nigerian public service and to determine the key motivating factors driving their adoption. Qualitative thematic analysis approach was adopted. Semi-structured interviews were conducted with 12 participants from various departments in the Federal Civil service Commission. The thematic analysis revealed five overarching themes. Firstly, limited resources emerged as a prominent challenge, with budget constraints. Secondly, resistance to change was identified and thirdly, a lack of awareness and education about GHRM practices among public servants posed a significant barrier, emphasizing the need for targeted training programs. Fourthly, strong leadership commitment was identified as a critical motivating factor, with finally, external pressures, including stakeholder expectations and regulatory requirements, were found to drive the adoption of GHRM practices. The study provides valuable insights into the challenges and motivating factors related to the implementation of GHRM practices in the Nigerian public service. It underscores the importance of addressing resource constraints, fostering leadership commitment, raising awareness through education, and responding to external pressures to drive the adoption of sustainable HR practices. These findings have implications for policy formulation and organizational strategies aimed at promoting environmental sustainability consciousness within the public service sector.
