Abstract
This pilot study explores the adoption and use of generative artificial intelligence (GenAI) and large language models (LLMs) in public administration in Denmark. The study aims to identify key benefits, challenges, and real-world use cases of GenAI and LLMs, highlighting employees' perspectives on its impact in five public organizations across different sectors (state, region, municipality). Using a participatory approach, the research will include participatory workshops with employees and semi-structured interviews with managers to gather insights on the adoption of GenAI and LLMs in administrative functions. Preliminary findings suggest that despite the lack of formal strategies in some organizations, GenAI and LLM usage may be more widespread than reported, with employees taking independent initiatives. The study will provide valuable insights into the barriers to adoption and offer practical examples to inform future strategies for AI implementation in public administration.
