Abstract
This developmental paper presents the design and early implementation of a Multidisciplinary Centre for Strategy, Research and Innovation (CeMEPI-PGE), established through a partnership between a major Brazilian public university and the São Paulo State Attorney General’s Office (PGE-SP). The Centre addresses critical challenges in public legal management by integrating data science, jurimetrics, business process management, and cost analysis to enhance efficiency, reduce litigation costs, and improve institutional capacity to support access to justice. Operating within the context of PGE-SP — the legal representative of the largest subnational government in Latin America, handling over 419,000 judicial cases — the Centre employs big data analytics, artificial intelligence, and multidisciplinary collaboration to generate evidence-based insights for public policy and decision-making. The paper outlines the Centre’s theoretical foundations, governance architecture, and research design, and discusses its expected contributions to public management innovation. Beyond operational efficiency, the Centre contributes to inclusive public value by strengthening the state’s capacity to produce more consistent, transparent, and equitable legal outcomes. In doing so, it illustrates how data-driven governance infrastructures can support fairer and more responsive public legal systems, advancing institutional conditions for inclusive justice.
