Abstract
This paper introduces a novel conceptual model anchored in panarchy theory, illustrating the interconnectedness and co-evolution of global value chain (GVC) resilience and regional resilience. We conceptualize GVCs and regions as complex adaptive systems (CAS), trace their resilience journey throughout their intertwined adaptive cycles, and conceptually explore cross-scale interactions (both bottom-up and top-down) between GVCs and regions along this journey. Drawing on illustrative evidence from secondary sources, we illustrate the role of regions in GVC resilience through collaboration, accommodation, openness, modularization, cross-sectoral distribution, and cluster reconfiguration and explain how GVCs’ multinodal governance, network configuration, new technologies, resource (re)allocation, and (re)design interact with regional resilience. Our model incorporates hierarchical and nested structures, highlighting the dynamic, co-evolving relationship between regional systems and GVCs and highlighting the spatiality of resilience across interconnected scales.
