Abstract
This developmental paper proposes a comprehensive strategy to integrate Generative AI (GenAI) into Senegalese Higher Education Institutions (HEIs) by linking operational efficiency and pedagogical capacity. It notes that while national policies like the "New Deal Technologique Horizon 2034" show high ambition, AI adoption in HEIs is currently confined to "scattered pilots."
