Abstract
This paper uses a systemes-based approach to look at the implementation of the WHO's Global Action Plan for Physical Activity (GAPPA). This has been developed as a framework to be implemented by all countries which need to address physical inactivity. The research focuses on seven early adopters and reports on a desk-based study which was then followed-up by 10 semi-structured qualitative interviews. The findings demonstrate the importance of the systems-based approach adopted by GAPPA and its ability to transcend both geographical and conceptual boundaries. The challenge of inactivity across the world continues and thus this remains an important focus of student for public policy and management.
